[Unbound-users] Was tired of abusers eating up my requestlist

hey,

While unbound is doing great job by dropping old requests when 
requestlist starts to fill up, I was still tired of such abuse (and it 
still takes ages until such NSes reach rto 120000). So I wrote this over 
the weekend:
